How to Fix Windows 11 When It Won't Shut Down

Quick answer

Open Task Manager and close apps that say "Not responding," then try Shut down again. If the screen says "Working on updates," let it finish, that is a shutdown, not a freeze. Holding the power button is a last resort after many minutes with no disk activity. A hang on "Restarting" after you chose Restart is [stuck restarting](/guides/windows-11-stuck-restarting), not this page.

Quick diagnosis

If several of these match what you see, you are in the right guide.

  • Shut down does nothing, or the screen stays on
  • Windows sits on "Shutting down" for a long time
  • The PC appears off, then starts again by itself
  • The power LED never goes out

Possible causes

  • A program or driver refusing to exit
  • A Windows update that must finish before power-off
  • Fast Startup leaving the machine in a hybrid state that looks like a failed shutdown
  • Wake-on-LAN, a USB device, or a scheduled task waking the PC
  • A stuck Explorer or audio/network service

What you need

  • Task Manager
  • Settings

What this problem usually means

Shut down has to ask every program to exit, then park Windows. One installer, a half-saved document, or a driver that never returns control can leave the session alive. That is different from a PC that takes a long time to boot the next morning.

Before you start

  • Save work. A forced power-off can lose unsaved files.
  • Note whether Restart works while Shut down does not. Fast Startup mainly affects Shut down.
  • Unplug unused USB devices if shutdown started failing after a new hub or phone.

Quick fixes

1. Close blockers, then Shut down from Start

Ctrl+Shift+Esc. End apps that are Not responding. Use Start → Power → Shut down, not only the laptop lid. If a dialog still says a program is preventing shutdown, choose Shut down anyway only after you know what it is.

2. Let an update finish

"Do not turn off your computer" and a spinning circle are real work. Wait. If it has been hours with a silent disk and a frozen percentage, you may later need Windows Update or install failed, still do not yank power in the first twenty minutes.

Step-by-step troubleshooting

Fast Startup as a test

Settings → System → Power → Additional power settings → Choose what the power buttons do → Change settings that are currently unavailable → uncheck Turn on fast startup. Fast Startup is a hybrid hibernate. It can make "Shut down" look incomplete and can leave USB devices confused. If a full Restart already powered off cleanly, this checkbox is a likely suspect.

Why it turns back on

Settings → System → Power: check that the lid and power button actually shut down, not sleep. In Device Manager, network and mouse Power Management can allow wake. Wake-on-LAN from a router is a common "I shut it down and it came back." Disable wake on the adapter if you do not need it.

Safe Mode shutdown test

If shutdown only fails in a normal session, a startup program is in the way. Use Safe Mode, then Shut down from there. If Safe Mode powers off and normal mode does not, disable extras in Task Manager → Startup apps.

What did you ask Windows to do?

Choose an answer. The next question appears below, no account or download required.

What happens when you use Start → Power?

Close Not responding apps, wait out updates, then try Fast Startup off. Do not treat this as Automatic Repair unless the next boot fails.

That is Windows 11 stuck restarting. The power-off path is different from a restart hang.

Look at wake timers, Wake-on-LAN, and whether you actually chose Sleep. A wake is not a failed shutdown.

How to know the problem is fixed

Start → Shut down turns the machine fully off (fans stop, power LED out) and it stays off until you press power. Test once more after a normal day's apps, not only from a clean desktop.

If the problem continues

If the next boot enters Automatic Repair, the hang was a failed update or disk problem, copy files if you can. A PC that never leaves "Shutting down" after Safe Mode and Fast Startup off may need a repair install from official media, not a shutdown utility.

When this may be hardware failure

A power button that cannot turn the PC off even when Windows is gone (firmware still running, fans locked on) can be a stuck switch or a failing power supply. Software settings cannot prove that. Try firmware/BIOS exit and a known-good outlet before you buy a PSU.

Common mistakes to avoid

  • Holding power for three seconds the first time a document is unsaved.
  • Installing a "shutdown optimizer."
  • Assuming a wake from LAN means Windows is broken.

Frequently asked questions

Is Sleep the same as Shut down?

No. Sleep keeps RAM powered. Shut down is supposed to cut most power (Fast Startup still writes a hibernation file). If you wanted off and chose Sleep, the PC will wake easily. That is not this bug.

Can I use shutdown /s /f /t 0?

An admin Command Prompt can force a shutdown. It skips polite app exits. Use it when the UI is stuck and you have saved what you can. It is not healthier than fixing the blocking program.
